  • Learning Objectives:

    • Understanding differences in traditional state and local government and tribal government’s financial management and their unique accounting issues tribal government’s face.
    • Recognizing the differences in financial statement users of state and local government and tribal governments.
    • Impacts on auditing GASB vs FASB entities owned by a tribal government 

  • Speaker Bio: Joel has more than 20 years of experience providing audit services to public sector and nonprofit entities, including a variety of Single Audits performed under Uniform Guidance on behalf of numerous federal agencies. He has served in key engagement roles for several of the region’s largest public sector entities and tribal governments. Joel also has supervised other nonprofit and public sector compliance audits and numerous types of agreed-upon procedures engagements required by tribal, state, and federal agencies.

    Joel is a member of the AICPA and Oklahoma Society of CPAs (OSCPA), for which he previously served on the Governmental Accounting and Auditing Committee. He is a member of the Government Finance Officers Association’s Special Review Committee for the Certificate of Achievement for Excellence in Financial Reporting program. He also is a presenter and speaker for continuing professional education courses, including for the Oklahoma State Society of CPAs and the Native American Finance Officers Association. Joel also is an instructor for OSU’s Tribal Certificate Program and their Tribal Finance and Accounting Conference. He has published firm-sponsored articles on a variety of public sector and nonprofit accounting and auditing topics. 

    Joel serves on the Center for Individual’s with Physical Challenges’ finance committee and board of directors and is a graduate of Leadership Tulsa Class 51. He received a 2017 Achiever Under 40 Award from The Journal Record, 2016 Trailblazer award from OSCPA, 2016 Tulsa 40 award from Tulsa Business & Legal News, and 2015 Star award from Leadership Tulsa. He is a graduate of Arkansas State University with a B.S. degree in accounting. 

  • Refund Policy: Full refund by original method of payment if cancellation received by 4pm on the Friday preceding the event.

CPE Credits are based on a 50-minute hour. State boards of accounting have final authority on the acceptance of individual courses for CPE credit. Attendee accepts responsibility to determine if course meets acceptable guidelines set forth by their reporting authority. CPE certificates and an event evaluation will be issued via email within 48 hours after the event. 

If you are not feeling well on the day of the event, please let us know and you are welcome to switch to the Zoom presentation. 


Online Meeting Information

Zoom session will be open starting at 11:50am.
Presentation will begin at 12:00pm.

At least 4 polling questions will be launched via Zoom throughout the CPE session to track attendance and participation throughout the event. Participation is required for CPE certificates to be issued.

If you have any trouble with the Zoom poll questions, please let the Admin know in the Zoom chat or email your response to [email protected] for alternate attendance credit. CPE certificates and an event evaluation will be emailed within 48 hours after the event.
